As we start to change the future landscape of broadband infrastructure
and facilities in the United States probably the most important
initiative that we can undertake is to educate the American public and
invite public participation. The NTIA BTOP and RUS broadband stimulus
programs have represented an excellent starting point through their
public joint request for information (over 1500 public comments) and
public meetings held in March, 2009. This only scratches the surface
when we talk about developing and deploying a "national broadband
plan". These agencies (and the FCC) are charged with delivering this
plan to Congress by February, 2010.
